Principal Data Architect

The Presidio Trust is seeking a Principal Data Architect to join the IT Department. The Presidio Trust is an innovative federal agency that stewards and shares the history, beauty, and wonder of the Presidio for everyone to enjoy forever. Reporting to the Director of Information Technology, the Principal Data Architect provides strategic leadership in the direction, design, and governance of the Agency’s enterprise data architecture. Overseeing data management across 160+ business applications, this role ensures scalable integration, lifecycle oversight, and compliance with standards such as SOC 2, FedRAMP, FISMA/NIST. Key responsibilities include developing and executing enterprise data strategies, implementing data governance frameworks, optimizing SharePoint, Azure and Microsoft 365 data infrastructure, and leading a small team of business applications analysts. This position requires expertise in data architecture, governance, and cross-functional collaboration to drive measurable business value through effective data management.

The ideal candidate brings deep experience in data governance, application data management, and modern data infrastructure design/optimization within a Microsoft SharePoint/O365 environment.

This is a full-time position with benefits, and a starting pay range of $167,110 to $182,855 if based in the San Francisco Bay Area. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by October 3, 2025 will receive first consideration.

Responsibilities

  • Lead the development and execution of the comprehensive enterprise-wide data architecture strategy, ensuring alignment with business objectives, technology roadmaps, and regulatory requirements.
  • Design, implement and maintain and oversee data governance frameworks - including policies, standards, and procedures - to ensure consistent data quality, security, privacy, compliance, and lifecycle management across the organization.
  • Maintain a complete and current inventory of enterprise data management across 160+ business applications (inventory, ownership/stewardship, data flows, integration points, lifecycle status, and supporting documentation.
  • Collaborate with cross-functional stakeholders to document business requirements and define scalable, secure data solutions and reference architectures.
  • Provide technical oversight and review on data management practices, including integration (APIs/ETL/ELT), migration strategies, data warehousing/lakehouse architecture, analytics, and reporting systems to ensure alignment with best practices.
  • Lead and mentor a small team of business applications analysts by setting and managing priorities, maintaining a structured backlog, establishing SLAs/runbooks/standards, and delivering continuous improvement in support services.
  • Implement and maintain standards for data modeling, taxonomy, metadata management, lineage tracking, and master data management (MDM), including documentation and operational stewardship models.
  • Design and optimize data infrastructure (e.g., Azure-based warehouse/lake, storage, pipelines, orchestration) that meet performance, scalability, and cost efficiency goals, along with documented architecture and operational runbooks.
  • Manage, govern and enhance enterprise data collaboration environments on Microsoft SharePoint/O365 (SharePoint Online, OneDrive, Teams, Power Platform), including permissions, retention, DLP, and information architecture.
  • Evaluate and report on emerging data technologies and methodologies, providing recommendations for innovation, adoption, or optimization.
  • Ensure compliance with risk mitigation by partnering with Cybersecurity and Compliance teams to implement best practices and monitor controls for data security, privacy, and disaster recovery; enforce SOC 2, FedRAMP/FISMA/NIST, and internal data security policies.
  • Prepare and present regular reports, dashboards, and executive briefings on data strategy execution, program performance, risks, and outcomes using defined KPIs and delivery maps.
  • Other duties as assigned.

Supervisory Responsibilities

  • Directly supervises a team of up to 3 professionals. Carries out supervisory responsibilities in accordance with the Agency’s policies, directives and applicable laws. Responsibilities include interviewing, hiring, and training and mentoring employees; planning, assigning, and directing work; appraising performance; fostering continuous improvement and staff development; authorizing time off; coaching and disciplining employees; and addressing complaints and resolving problems.

Required Qualifications

  • Bachelor’s degree in information systems, Computer Science, Data/Information Management, or related field.
  • A minimum of 12 years of progressive experience in data architecture, data governance, and application data management within complex environments.
  • Demonstrated success in leading enterprise data strategy initiatives, with a long-term vision and ability to align architecture with organizational objectives.
  • Proven leadership with data governance programs, including data quality, stewardship, metadata/lineage management and Mater Data Management (MDM) platforms.
  • Hands-on experience designing and managing data platforms, including data warehousing and lakehouse architectures (e.g., Azure Synapse/Fabric, Snowflake), as well as ETL/ELT pipelines and orchestration tools (e.g., Azure Data Factory, dbt).
  • Expertise in SQL development, performance tuning, cost optimization, and platform management—including backup/DR, environment setup, and operational monitoring.
  • Strong understanding of integration and API patterns, including REST/Graph APIs, webhooks, message queues, and event-driven architectures.
  • Proven ability to lead and mentor high-performing technical or analyst teams; strong stakeholder and vendor management.
  • Hands-on experience managing data across large application portfolios (100+ apps), including integration, lifecycle management and application rationalization.
  • Familiarity with Microsoft 365/SharePoint Online information architecture, permissions/records, and Power Platform (Power BI/Automate/Apps).
  • Solid knowledge of data compliance, privacy and security frameworks and standards (e.g., SOC 2, ISO27001, NIST).
  • Strong program and project management skills, with the ability to prioritize competing initiatives and deliver structured, measurable outcomes.
  • Exceptional analytical and problem-solving abilities, with a track record of translating complex data challenges into scalable, practical solutions.
  • Excellent communication, facilitation, and executive presentation skills, with demonstrated ability to influence, collaborate across technical and non-technical stakeholders.

Desired Qualifications

  • Enterprise data architecture & modeling tools (ER/Studio, ERwin, PowerDesigner) and semantic modeling for BI.
  • Experience with federal data compliance, privacy and security frameworks and standards (e.g., FedRAMP, FISMA) a plus.

Background Check
This position is subject to an employment background check which shall consist of a review of applicable county, state and Federal criminal and civil records, state bankruptcy indexes, driver’s license, education, and employment history.
